This would basically give you an option to peddle to the next AO say it was a couple of kicks it would be faster than walking and I am not too sure as what you would class them as but as seen in the description you get them out of the arsenal under backpacks so yes it technically is a vehicle but you would not spawn it in it would be grabbed from the arsenal as a backpack that is foldable and unfoldable.
